Prime Minister issues decree on sea regulations, procedures

Several fishing boats and other vessels in violation of safety regulations have recently caused human and property losses, leading the prime minister to issue the following decree.
In an effort to prevent sea accidents and to reorganise the management of fishing boats and other sea vessels, the prime minister asks relevant ministries, sectors, and provincial and municipal People’s Committees to execute the following regulations:
1. Relevant offices must advise enterprises, organisations and individuals with boats or ships operating in the sea on Vietnamese shipping registration procedures.
2. Sea border guards, policemen, and fisheries and transport officials must increase their patrols to stop sea carriers in violation of sea regulations.
3. Relevant bodies must increase awareness of Vietnamese and international laws. The programmes must clearly distinguish the areas under Viet Nam’s sovereignty and the waters subject to marine co-operation agreements Viet Nam has signed with neighbouring countries, so that organisations and individuals operate in line with regulations and defend national sea sovereighty.
4. The transport and fisheries ministries must co-ordinate with coastal localities to inspect marine vessels.
The PM also asked inspection teams to take their jobs seriously, but not to cause trouble for law-abiding owners to ensure people’s safety and business efficiency.
