European Commission grants 8 million euros to strengthen the capacity of the National Assembly and Ministry of Justice

CPV: Witnessed by senior officials of the Government of Vietnam and diplomats of the European Commission and EU member countries, Mr Eneko Landaburu – Director General for External Relations of the European Commission and Mr Nguyen Sy Dzung, Vice – chairman of the National Assembly Office signed the Financing Agreement of the “Institutional Support Project” (ISP) on October 5 in Hanoi.
The 8 million euros project comprises two components which will be implemented in close partnership with the National Assembly on the one hand, and the Ministry of Justice, the Supreme People’s Court and the Supreme People’s Procuracy on the other.
The assistance to the National Assembly will involve the organisation of training sessions and study tours for parliamentarians and their staff. Through this approach, the project will facilitate a better understanding of the functioning of a modern parliament and upgrade the skills and knowledge of parliamentarians and staffers. In particular, the project will help the National Assembly codify laws relating to international integration and Vietnam’s transition to a market economy.
At the same time, the project will strengthen the ongoing legal and judicial reforms with a view to helping Vietnam integrate into the world economy and support the implementation of recently adopted laws. This will be done through the provision of training courses and IT/ computer equipment to the Ministry of Justice, the Supreme People’s Court and the Supreme People’s Procuracy. Judges and clerks will receive training on new laws relating to commercial disputes and intellectual property issues. IT equipment and software will help the Ministry of Justice, the Supreme People’s Court and the Supreme People’s Procuracy to work online and make laws and jurisprudence available online.
“The EU welcomes the marked strengthening of the National Assembly’s role in recent years. I believe that the present project will provide significant benefits to parliamentarians and their staff, in terms of enhanced knowledge and understanding of what the public expects from legislators” said Mr Landaburu. “Through study tours and familiarization with the working of parliaments in the European Union, Vietnamese lawmakers will be exposed to experience that might be helpful to and applicable in Vietnam. At the same time, the project will also help modernize the operations of Vietnam’s other crucial legal and judicial bodies, namely the Ministry of Justice, the Supreme People’s Court and the Supreme People’s Procuracy”.
The activities under the Institutional Support Project are aligned with the European Union’ broader objective to support the implementation of the five-year Socio-Economic Development Plan and strengthen the capacity of the Government to provide services to the people.
The project is to take up its work in January 2005, and will run until mid-2009. It is part of the European Community’s overall external assistance to Vietnam, which is averaging 40 million euros per year.
